Regulatory Road: The Journey so far, and the path ahead for Pet Insurance

Here in the U.S., governance of property and casualty insurance (of which pet insurance is one small line of coverage) is extremely complex – both politically and at the regulatory level. Ever since the NAIC (National Association of Insurance Commissioners) developed a Whitepaper on Pet Insurance (in 2020-2021), and subsequently passed their Pet Insurance Model Law (in 2022), pet insurance has been the pet topic on legislative agendas in many U.S states. Pet insurance regulation in Canada, and in other parts of the world, is relatively straightforward: there isn’t the same degree of reporting, filling and approvals inherent in U.S. pet insurance regulation.
We’re at a crossroads, with pet insurance industry participants, departments of insurance, regulators and legislators, media, the animal health community, consumer groups and pet owners alike, all seeking to answer similar questions:
• What should pet insurance regulation ideally look like?
• What changes and improvements will ensure the market remains competitive, and innovative while protecting consumers?
• What laws make it easier to enroll and understand coverage?
• What will provide the stability, uniformity, and certainty required to sustain this relatively small but fast-growing line of property and casualty insurance?
Join our group of intrepid legal, insurance, government relations and lobbying experts as they take us through what’s happened, what’s coming down the road, how P&C regulation, enactment of the model law, state law and politics, (plus other emerging legislation and issues from the animal health movement across North America and Beyond) could impact and influence the pet insurance industry and our regulatory environment now, and in the years to come.

Bob Capobianco

Bob Capobianco is a consultant and IPG’s representative on NAPHIA’s board. Previously, Bob served as Senior Vice President of Industry & Government Relations at Independence Pet Group, and spent 14 years at American Modern Insurance, serving in various leadership roles, including Vice President of the company’s pet health insurance program. A natural born leader and strategic thinker, he can often be found with sleeves rolled-up in deep discussion about a particular area of the business. It’s this drive to fully dissect a topic, in the trenches with the team, that makes Bob an inspiring, effective leader.
Bob has a B.A. in economics from Vanderbilt University and an M.B.A. from Rollins College. He and his wife, Barbara, have two adult children and share a home with their cat, Hank.

John Fielding
Senior Vice President & General Counsel, Global Government and Industry Affairs – Chubb
John Fielding is Senior Vice President and General Counsel, Global Government and Industry Affairs, for Chubb. Mr. Fielding provides legal, regulatory and policy guidance and advice in connection with Chubb’s state, federal and international government affairs activity, representing the company in a wide range of regulatory and industry settings. Prior to joining Chubb, Mr. Fielding served as General Counsel for the Council of Insurance Agents & Brokers (CIAB). He was also Of Counsel with law firm Steptoe & Johnson, where he represented insurance trade associations (including NAPHIA), carriers, and producers before Congress, the National Association of Insurance Commissioners (NAIC), the National Council of Insurance Legislators (NCOIL), state insurance regulators, and state legislatures with respect to policy and regulatory matters. Prior to his tenure with Steptoe, he was Senior Counsel for Financial Services at the National Association of Insurance Commissioners.
Phil Grevin
Lead of Legal for Nationwide Pet
In his current capacity, Phil Grevin provides strategic and tactical advice to his colleagues on Nationwide Pet’s executive leadership team, focusing on product development, underwriting, sales, marketing, and regulatory matters. His team plays a pivotal role in forging partnership deals, including Nationwide’s strategic collaboration with Petco and the successful launch of Nationwide® PetRxExpress℠. As Co-Chair of NAPHIA’s Regulatory Committee, he has been a staunch advocate for the industry, especially during and since the NAIC’s creation of the Pet Insurance Model Act.
Mr. Grevin launched his legal career at a prominent Southern California law firm, specializing in insurance bad faith and complex business litigation. After gaining substantial trial experience, he assumed the role of Assistant General Counsel at State Farm, overseeing high-exposure bad faith litigation.
In 2005, Mr. Grevin joined VPI (Veterinary Pet Insurance) as General Counsel & Corporate Secretary. During his tenure, he established and led the legal and compliance functions, while also managing human resources, facilities, corporate communications, and learning & performance. Following Nationwide’s acquisition of VPI in 2008, he has continued to lead the legal team for Nationwide’s pet business.
Mr. Grevin holds a bachelor’s degree from U.C. Berkeley and a J.D. from University of California Law San Francisco (formerly UC Hastings). During law school, he interned with the U.S. Attorney’s Office in Honolulu, Hawaii, and subsequently with a California Court of Appeals Justice.
Kate Jensen
Partner of the Government Affairs & Public Policy – Steptoe
As a Partner of the Government Affairs & Public Policy practice at Steptoe, Kate Jensen leads NAPHIA’s Regulatory Steering Committee, acting as ‘quarterback’ on all lobbying and advocacy initiatives to implement the NAIC’s Pet Insurance Model Act into legislation on a state-by-state approach.
Prior to returning to Steptoe, Kate served as Corporate Counsel at Amazon Web Services where she led multiple global policy initiatives for AWS’s infrastructure regulatory compliance team. She identified opportunities for proactive engagement with policymakers, developed global advocacy strategies and industry partnerships, and managed cross-discipline teams to execute lobbying campaigns on environmental, products, and trade topics in the US, Europe, and Asia Pacific region. Her legal and advocacy work with AWS covered global waste laws, chemicals and materials restrictions, workplace health and safety, and trade issues impacting cloud service providers. She also served as her team’s lead on AWS’s AI/Machine Learning infrastructure expansion program.
In her past experience with Steptoe’s Government Affairs and Public Policy practice, Kate focused on legislative and regulatory counseling in the financial services sector, including insurance and payments policy, as well as commercial real estate. She also represented a major U.S. manufacturer of lighting and smart building solutions on energy efficiency, Internet of Things, and tax policy issues.
Kate clerked for the Honorable Richard W. Story on the US District Court for the Northern District of Georgia. Before law school, she worked as a federal lobbyist for a bipartisan DC-based firm, as Advance Team & Events Coordinator for House Democratic Leader Nancy Pelosi, and as Director of Finance Operations for the Democratic Congressional Campaign Committee.
Kris Rosa
Partner – Rostrum
As Co-Founder of Rostrum, Kris Rosa provides strategic planning, political consultation, analysis, and direct lobbying for clients to help them craft legislation and amendments, prioritize their legislative agenda, and develop and maintain key government agency relations. She has extensive experience in a wide range of complex public policy issues including privacy, marketing, healthcare, banking and financial services, corporate taxes, education, tech, procurement, housing, and transportation.
Together with her business partner, Craig Swaim, Rostrum has been instrumental in lobbying for NAPHIA in California on matters related to legislation that impacts pet health insurance. California currently holds 20.1% of all pet insurance GWP, and 18.3% of pets insured in the U.S. market.
A twenty-year veteran of the Third House, Kris was previously a partner at Noteware and Rosa before founding Rostrum in 2019. She is a board member of the Institute of Governmental Advocates, which represents the leading professional lobbyists and lobbying firms in California’s Capitol. She is a graduate of the University of California at Davis.
